A POLICE officer in South Carolina's North Charleston will be charged with murder after a video was released showing him chase down then fatally shoot an unarmed man.

MIchael T Slager, 33, claimed he was scared for his life because the man he shot had stolen his stun gun in a scuffle following a traffic stop.

The video released to New York Times instead shows the unarmed Walter L Scott, 50, trying to run away before Slager fires at him eight times.

The video and charges will put more pressure on the already inflamed tensions between black Americans and law enforcement.

Allegations of police using excessive force that contributed to deaths in New York, Cleveland and Ferguson have already stirred a national debate in the US over whether police are too willing to use force, particularly when black men are involved.

The Times reports Officer Slager stopped Mr Scott after spotting a broken taillight on the man's Mercedez-Benz.

Police reports suggest the officer fired his Taser at the man after the driver fled.

When the Taser failed to stop the man, police reports suggest he then stole the Taser.

The video shows a very different scene. 

It instead shows moments after the officer fired on Mr Scott with a Taser then as Mr Scott attempts to flee, the officer fires eight times. 

It then shows the officer picking up something -- possibly a Taser gun -- from the ground, then dropping it closer to Mr Scott's body.
